The time period for submitting the EPR Registration Certificate has been

extended to June 30, 2023, from the date of undertaking. The concerned

producer can submit the bill of entry with the undertaking. The count of

days starts from the date of submission to customs.

cpcb is keeping record for all the undertaking submitted by the customers

to de customs for realese of their imported consignment for this customer

need to provide the point of contact for providing the status of compliance.

In the last notification arrangements for the release on 13-04-23 of consignments will be in place until June 30, 2023. After this date,

EPR Registration Certificates of Producers must be submitted via the Concerned EPR Portal before release.

 

Amendment notification: 09-05-23

The time period for submitting the EPR Registration Certificate for producers has been extended until June 30, 2023, from the date of undertaking, instead of the previously communicated 30-day

period. The concerned producer can submit the bill of entry with the undertaking. The count of days starts from the date of submission to customs.

Central Pollution Control Board (CPCB) is keeping a record of all the undertakings submitted by the customers to de customs for the release of their imported consignment this customer needs to

provide the point of contact for providing the status of compliance.

Imported consignments of 21 EEEs producers with expired EPRA can be released if they submit an acknowledgment from CPCB’s

EPR Portal that they have applied at the new EPR Portal along with a copy of the expired EPRA. This arrangement is valid till 30-062023.

responsibility for the waste generated by their products throughout their entire life cycle, from production to disposal.

#DraftNotification of Extended Producer Responsibility (#EPR) for Used Oil

 

  1. These rules may be called the Hazardous and Other Wastes (Management and TransboundaryMovement) Amendment Rules, 2023.
  2. These shall take effect on April 1, 2024
  3. “Extended producer responsibility” refers to the responsibility of any producer of base oil orlubrication oil or importer of used oil to meet recycling targets only through registered recyclers in accordance with the provisions of sub-paragraph (2) of paragraph 3 of this Schedule, to ensure environmentally sound management of used oil.
  4. Under this EPR, producers of base oil or lubrication oil and importers of used oil will beresponsible for meeting recycling targets only through registered recyclers. The following entities must register on the portal:
  5. Producers
  6. Collection agents
  7. Recyclers
  8. Used Oil importers

5. For the purposes of this Schedule, the following definitions apply:

  1. ‘base oil’ means oil used for the production of finished lubrication oil;
  2. ‘producer’ refers to anyone who domestically sells base oil or lubrication oil under their ownbrand, regardless of whether they manufacture it themselves, use another manufacturer’s base oil, or sell imported oil, using any selling technique.
  3. BIS will issue necessary standards for re-refined oil to be used as a base oil for lubrication oilproducers within six months of the notification of these rules.
  4. Non-compliance, providing false information, or certificates may lead to prosecution under theEnvironment Protection Act, 1986, in addition to any environmental compensation.
  5. Inspections and audits will be conducted by the Central Pollution Control Board (CPCB) or adesignated agency to ensure compliance and take action against violations of Para 15.
